Your IGF1 levels are dependent on how well your liver can covert the HGH. And also the timing of your blood test in order to get the peak as opposed to the trough.

if you were doing Nightly injections, how would you go about timing the test?

The majority of IGF is bound and had a longish half life (10-12hrs). The freely circulating IGF1 only hangs around for about 10-20mins. But it doesn’t matter for the blood test. So once’s its at steady state, 4-6 half lives, that’s when you should do the blood test the morning after. After about a week of using HGH you can do the blood test to see what circulating IGF1 levels are. If you’re concerned that your HGH is not legit, you can just inject SubQ a 10IU vial and go get blood test for HGH about 3hrs later (timing is very important here because it declines rapidly after peaking)
